Description
The Government of Telangana established the Telangana Building & Other Construction Workers Welfare Board under Section 18 of the Building & Other Construction Workers (RE&CS) Act, 1996. The Board has been operational since September 17, 2014. The welfare of building and construction workers is of paramount importance due to the hazardous nature of their work and their socio-economic vulnerabilities. The board is implementing various schemes like Marriage gift, Maternity Benefit, Fatal Accident Relief, Disability Relief, Disability aids and appliances, Natural Death Relief, Hospitalisation relief, and Funeral Expenses aimed at improving the living conditions, health, and safety of these workers.
Despite the availability of these schemes, there is a lack of comprehensive data on their reach, utilization, and impact on the targeted beneficiaries. Understanding the effectiveness of these schemes can help identify gaps in implementation and areas needing improvement, ensuring that the workers fully receive the intended benefits. By conducting a thorough evaluation and impact assessment, this research will contribute to the optimization of welfare programs, thereby improving the living and working conditions of one of the most vulnerable segments of the workforce. The findings will serve as a critical tool for policymakers, stakeholders, and the construction community to make data-driven decisions that would enhance the well-being of construction workers in Telangana. The study is being carried out in all the 33 districts by conducting sample survey of beneficiaries, consultations with trade unions, officials, etc.
